Purpose
The purpose of this report is to recommend the introduction of Electric Vehicle Charge Point bays at 6 locations mainly in Addiscombe East with 6 double headed charge points and 12 bays.
Highways officers do not consider the proposed Electric Charge Point bays to be significant in terms of the effect on communities living or in the areas where these bays are proposed.
Decision
For the reasons set out in the report the Corporate Director of Sustainable Communities, Regeneration & Economic Recovery is AGREED to:
Authorise the commencement of Statutory consultation on the introduction of Electric Vehicle Charge Point parking bays (2 bays and 1 double headed charge point at each site) in the following locations:
- Ashburton Avenue, by Shirley Road – Drawing no.58/1026/TMO/101 – Addiscombe East
- Elgin Road, by Addiscombe Road – Drawing no.58/1026/TMO/164 – Addiscombe East
- Sherwood Road by Lower Addiscombe Road – Drawing no. 58/1026/TMO/161 – Addiscombe East
- Stroud Green Way near Chaucer Green – Drawing no.58/1026/TMO/163 – Addiscombe East
- Wydehurst Road by Sissinghurst Road – Drawing no.58/1026/TMO/162 – Addiscombe East
- Goston Gardens, by the side of no.1 – Drawing no. 58/1026/TMO/165 – Bensham Manor
Delegate to the Head of Highways & Traffic, Sustainable Communities Directorate the authority to give notice and subject to receiving no objections make the necessary Traffic Management Orders under and in accordance with the Road Traffic Regulation Act 1984 (RTRA) – as amended – and associated Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (the 1996 Regulations) - and to comply with all other publication, procedural and substantive requirements to give effect to the proposals.
Note that any objections received on the giving of public notice will be reported to the relevant decision-maker for consideration as part of the decision making as to whether or not the relevant orders should be made and if so, the form thereof. Depending on the number and nature of the objections this will be, either the Corporate Director, Sustainable Communities, Regeneration and Economic Recovery, or the Executive Mayor or Cabinet as determined by the Executive Mayor.
Reasons for the decision
The recommendations are to commence statutory consultation to determine whether or not to introduce 12 Electric Vehicle Charge Point bays at 6 locations across the Borough to help meet local and national targets for reducing emissions for vehicles and provide improved opportunities for residents to charge Electric Vehicles as the nation moves away from conventional internal combustion engine (ICE) vehicles.
The recommendations support the Executive Mayor’s Business Plan (2022 – 2026) in leading action to reduce carbon emissions in Croydon and the provision of new EVCP bays is one of the 14 action points arising from the Council’s adopted Parking Policy in ensuring there is future provision of charge points across the Borough.
Alternative options considered
It is considered that the proposed locations for new EV Charge Point bays will help to meet the increased demand in these vehicles and the phasing out of ICE (internal combustion engine) vehicles. However, if any objections to the siting of these bays / charge points are upheld then alternative locations will be considered, subject to further statutory consultation.
