Purpose

This report seeks Cabinet approval of the Council’s Transport and Parking Strategic Direction and associated proposed changes to parking fees, charges and controls. The Transport and Parking Strategic Direction establishes a clear framework for future transport and parking decision-making across the borough, supporting growth and regeneration, improving safety, accessibility and connectivity, strengthening town and district centres, and helping to create cleaner, healthier and more attractive neighbourhoods. It also provides the strategic basis for the future development of a comprehensive borough-wide Transport Strategy.

The report also presents a package of proposed changes to parking fees, charges, permits and parking controls designed to improve consistency, transparency and parking availability, whilst supporting the effective and sustainable management of the borough’s parking service. Together, the Transport and Parking Strategic Direction and proposed parking changes support the delivery of the Executive Mayor’s Business Plan 2026-2030 priorities, including better roads and journeys, cleaner and safer neighbourhoods, stronger district centres, economic growth, environmental improvement, access to opportunity and value for money

Decision

For the reasons set out in the report and its appendices, the Executive Mayor and Cabinet AGREED to:

1. 1.1 Approve the Transport and Parking Strategic Direction, attached at Appendix A, as the Council’s strategic framework for transport and parking considerations in Croydon;
2. 1.2 Delegate authority to the Corporate Director of Place, in consultation with the Executive Mayor and the Cabinet Member for Streets & Enforcement, to undertake the review of the Council’s Parking Policy in line with the Parking and Transport Strategic Direction and to take all necessary steps, including statutory consultation as relevant to implement the changes arising from the review.
3. 13 Delegate authority to the Corporate Director of Place, in consultation with the Executive Mayor and the Cabinet Member for Streets & Enforcement, to develop and implement the Council’s Transport Strategy and the Night Time Economy Strategy in line with the Transport and Parking Strategic Direction.
