Direct award to Home Group to pilot a project
named the North Cumbria Transitional Accommodation Service (TAS)
for a fixed period of 12 months with an option for the Council to
extend it by 6 months

Reasons for the decision

Home Group have experience of delivering this
model of support and it is highly unlikely that another support
provider could supply 6 properties and support staff in a timely
manner should a tender exercise be undertaken, as this would
require, amongst other things: site identification, planning
approval and property development. The service will provide a
solution to challenges with finding suitable accommodation for
people who need support including helping to speed up hospital
discharges.

Alternative options considered

Tender for a provider to
deliver a pilot. This was discounted as it is unlikely that a
support provider will have access to 6 properties and the time
taken to source property would delay the pilot, the allotted funds
must be used in the 2024/25 financial year.
