It is recommended that the Director of Public
Health, Customer and Community Wellbeing gives authorisation to
commence a procurement exercise by open tender via The Chest for
Enforcement Agency Services through a standalone Service Concession
Agreement. The contract term is 2 years plus two optional 1-year
extensions (total 4 years) at the Council’s discretion. The
total value is £800k plus VAT (2 years) to £1.6m plus
VAT (4 years). This approach has been identified as the most
suitable and legally compliant method for contracting with an
external enforcement provider. The Council is seeking to appoint
two providers.
