To enter into an Agreement under Section 6
Highways Act 1980 with National Highways to permit the Council to
carry out the diversion of statutory services on National Highways
Network to facilitate the Workington Gateway project.
Reasons for the decision
To allow Council Officers to prepare and enter
into a Section 6 Agreement with National Highways to enable the
diversion of statutory services, facilitating further works to
enhance Ramsay Brow junction and maintaining the programme for the
Workington Gateway project.
Alternative options considered
A single Section 6 Agreement was initially
envisaged with National Highways, covering all the work associated
with the Workington Gateway project. However, National Highways are
not willing to enter into such an agreement until they have
approved designs following their ongoing review. As such, this
approach is no longer feasible if we are to maintain the
challenging work programme targeting completion in June 2026.
