Project
Reasons for the decision
Following procurement of funding from Active
Travel England, it is proposed to install a raised speed table on
the C4001 Lowca Road, Lowca, to act as a crossing point for both
cyclists and pedestrians to improve the accessibility on the
National Cycle Network (NCN) route 72.
Although the maximum recommended crossfall is
not achieved, the other features of the crossing, such as the
narrowed section of carriageway and the Priority Give Way elements
and the reduction in the speed limit to 30 mph, provide sufficient
safety for this crossfall to be relaxed.
Alternative options considered
The original raised speed table design
included a vertical deflection for all traffic of 126mm and did not
meet the recommended maximum crossfall of 1:20 on the shared use
crossing point. Therefore, did not meet the recommendation set out
in LTN 1/20 Cycle Infrastructure Design nor did it comply with
Regulation 4 (c) of the 1999 Regulations.
Other proposals also included the use of
parallel (zebra) crossing, uncontrolled crossing of 2 lanes,
signalised (toucan) crossing and kerbed build out without raised
table. All other proposals were either not compliant with LTN 1/20
or resulted in significant additional costs in the construction
and/or maintenance
