Purpose

Cumberland Council proposes
to establish a
Closed Framework for the Provision of Agency Staff to support the
delivery of Cumberland Care services. This will be used to
respond quickly through short-term gaps in staffing when internal
resources cannot meet demand and all other options have been
exhausted. Agency staff will maintain safe staffing levels, ensure
continuity of care, and uphold regulatory obligations. Services
will be ordered as and when required with no guaranteed delivery or
committed spend. The Framework will be advertised openly and
procured under the Procurement Act 2023 with one opportunity to
join during the 30-month term. The expected commencement date is
April 2026.
It is proposed to delegate the
award of the Framework to the Director of Adult Social Care and
Housing.
