To re-purpose £60,000 of DLUHC Rough
Sleeper Initiative (RSI) funding in 2023/24 to enable upfront grant
funding to deliver the following projects and initiatives in
2024/25 as follows:
1.
£20,000 to Everyone Matters Homes CIC to deliver in reach
targeted personalised support and set up costs to increase move on
accommodation as part of a rehousing pathway from emergency
accommodation targeted within the Allerdale locality
2.
£20,000 to fund additional discretionary emergency
accommodation placements across Cumberland Council as part of a
track and target response to assist confirmed rough sleepers
3.
£20,000 to Everyone Matters Homes CIC to deliver in reach
targeted personalised support, to set up a property in the
sovereign locality area of Carlisle to be used as move on
accommodation for new refugees identified as at risk of rough
sleeping as a pilot rehousing project
All
initiatives aligned to the current Cumbria Rough Sleeping Action
Plan, MOU and external grant funding conditions targeting single
people at high risk of or confirmed as rough sleeping and not owed
a statutory duty. Additionally, these initiatives all support the
Sovereign Councils existing Homeless Prevention and Rough Sleeping
Strategic priorities and action plans.
The supported accommodation provider (Everyone
Matters Homes CIC) will accept direct nominations from Cumberland
Council to assist clients most in need within the locality areas
who are referred as part of an integrated supported pathway model,
offering longer term supported accommodation to people with
identified rehousing challenges or who are lower priority on the
housing register; thus enabling the Council to assist people to
(re-)establish landlord references and proof of stability for
future independent housing; and for the council to maintain a level
of throughput (bedspaces) to meet ongoing statutory obligations
within the councils temporary emergency accommodation schemes.
