Decision:
 
Respondingto challengessurrounding the viabilityof
publicswimming Sports England launching the Swimming Pool Support
Fund.The fund is being released through two rounds with the Council
submitting applications to the revenue focused phase 1 and phase
2which can be used for capital works. 
 

Following the submissionof
theseapplications the Councilwill act asaccountable body for
anyfunding received aspart of phase1. This wouldsee the Council
receivefunding andthen provide to pool operator through theuse
asubsequent funding agreement.  Authority
is delegated tothe AssistantDirector ofNeighbourhoods toagree the
final terms of any funding agreements associated with the fund
following consultation with the Portfolio Holder.

Itis necessaryto
enterinto theagreement toensure that funding canbe safeguarded.
 
Summaryof optionsconsidered andrejected:
Delaydecision untilfollowing executive. This optionhas
beendiscounted given it would not allow revised deadline to be met
from DCMS.
 
Risksidentified:

The chiefrisk tothe recommendationsurrounds the need
tomaintain facility records for a period ofthree years. Risks
willbe managed through a robust application process andthe
establishment ofback to back agreements withpool
operators.
