The Transport for the North is a statutory
body, in which, a specified list of local authorities are
constituent members. Cumberland Council is a constituent member. In
its role as a constituent member, Cumberland Council is able to
appoint representatives to various boards and committees of the
Transport or the North. One of the committees is the Transport for
the North Scrutiny Committee.
 
The Council is able
to appoint one representative to the Transport for the North
Scrutiny Committee and one substitute member.
 
At its meeting on the 13 April, Council agreed
the appointment of Councillor Perry as the representative and
Councillor Dr Davison as the substitute member.
 
In May 2023, a further report was considered
by the Executive detailing a number of
nominations which were Executive functions that were required for
outside bodies.
 
The report to the Executive contained an error
and included appointments to the Transport for the North Scrutiny
Committee.  The Executive nominated and
agreed the appointments of Councillor Dobson as the representative
and Councillor Markley as the substitute member.
 
As the Transport for the North is a statutory
body, the appointment of representatives to its committees is a
function of full Council under the Local Choice Functions 17 of the
Constitution, therefore Councillor Perry and Councillor Dr Davison
are confirmed as the Council’s appointments to the Transport
for the North Scrutiny Committee.

to the Transport for the North Scrutiny Committee.
