This paper seeks permission to procure a
contract for the statutory provision of the Stray Dog kennelling
services in Cumberland through an Open Tender Process.
 
The contract will be awarded following
completion of procurement by an open advertisement of contract
appropriate to the relevant market.  The
resulting contract will be for a period of 2 years with the option
to extend for a further 1 year with effect from 1st September
2024
 

Reasons for the decision

Contract to be in 3 lots which are in the
former district footprints of, Copeland, Allerdale and Carlisle for
the reason of animal welfare and for the owners collecting any
seized animal.
 
The projected spend for the contracts is
£230,400 based on historical information.
The estimated total spend for each lot is:
- Lot 1 – Copeland £78,000.00.
- Lot 2 – Allerdale
£120,000.00.
- Lot 3 – Carlisle £32,400.00.
 
Local suppliers for this service will be
registered, licensed, insured and have in place all relevant Health
and Safety, insurances and safe operating procedures.
 
Having a contract in place will enable spend
to be monitored and controlled, there may be cause for veterinary
bills or equipment replacement The coming together of the three
separate ex sovereign council areas under one contract should help
to achieve efficiencies and potential savings.
 
Appointed suppliers will need to provide a
kennel service 24 hours a day 7 days a week, the kennels will be
placed on hold when empty to ensure space at a moment’s
notice.
 
The Local Authority has a statutory duty to
collect stray dogs, inclusive of banned breeds.
 

Alternative options considered

Not to re-tender / no contract for
supply – This is not considered appropriate due to the
following reasons:
·      
We would be non-compliant with the Council’s Contract
Procedure Rules and the Public Contract Regulations 2015 due to the
high annual spend.
·      
The council have a statutory duty to recover stray dogs.
 
To re-tender through a national
framework – This is not considered appropriate as the
current local incumbent suppliers are not on any National
Frameworks and this contract requires a supplier with a local
base.
