It was agreed that the Council would establish
an Extra Care Housing Framework from 1 August 2024 and appoint 13
Providers who had met the quality threshold.  The framework will be in place for an initial 4
years, with the option to extend for an additional 2 x 12
months.

Reasons for the decision

The Extra Care Housing Framework Agreement
supports the Council to meet its requirements under The Care Act
2024 to develop a market that delivers a wide range of sustainable
high-quality care and support services

Alternative options considered

The Council had considered not establishing a
Framework Agreement and commissioning future Extra Care services
via mini competitions, but this option was not progressed due to
increased resource requirements to implement and the loss of key
benefits a structured framework providers.
