The paper seeks permission to procure and
award a contract for the provision of a Fire Service Rostering,
Availability and Pay Allowance system for Cumbria Fire and Rescue
Service, with Cumberland Council awarding the contract as the host
of the legacy ICT Service.
 
The contract will be awarded to Softcat
PLC to procure the GARTAN Availability, Pay Allowance and
Roster suite of modules using the Software Products and Associated
Services (Ref: Y23065) Framework, established by Kent County
Council via Procurement Services. The contract will be awarded via
direct call off for a minimum period of 36 months (from 1st
September 2024) with an option to extend for a further 12
months giving a total potential contract length of 48
months.
 
The total contract value for the mandatory
36-month period is £227,551.05. If the
additional 12-month extension was to be invoked at the end
of the mandatory term this would bring the total contract value for
the 48-month period to £307,996.88.
 
Recommendations
 
It is recommended that the Director of
Business Transformation and Change awards a contract for licensing,
support and maintenance of the GARTAN
Fire Service Rostering, Availability and Pay Allowance suite for a
period of up to 4 years starting on the 1st of September
2024 for £307,996.88 to Softcat PLC.
