Decision
The initial contract term for the new contract for the 0-19 Healthy Child Programme starting on 1st April 2025 is five years (until 31 March 2030); the contract will also include extension options of 3 periods of up to 12 months each within the overall 8-year contract term agreed by the Executive on 23rd July 2024.
The inclusion of an uplift clause in the contract which provides for the Council reviewing the price annually and having the discretion to increase this by an amount within any potential increase to the Public Health Grant for that financial year was approved.
Reasons for the decision
This change was recommended as a result of engagement with the market and aims to ensure that the contract is viable, attracts providers and has sufficient time to be able to realise the impact of changes required.
Alternative options considered
- To retain a 3-year initial term
- To provide an initial term of 6 years or longer
- Not to include an uplift clause or leave this to Council discretion
