Purpose

The extension is needed in order for the HGC
IDP to be completed which supports Dacorum’s Local Plan. The
HGC IDP is linked to the Hemel Hempstead Transport Study which also
requires an extension for the works to be completed. The IDP will
be concluded in July 2025 with an HGC IDP chapter developed for the
Local Plans for both Dacorum Borough Council and St Albans District
Council as well as updates to both Authorities IDPs.
The HGC IDP is a fundamental consideration of the Local Plan
examination for both authorities which is taking place in the
Autumn 2025.

Decision

To approve additional expenditure and
extension to the Arup Phase 2 works of the Hemel Garden Communities
(HGC) Infrastructure Delivery Plan (IDP) in order to complete the
works to support Dacorum’s Local Plan.
