Purpose

Due to an interruption
in the Council’s Fleet Replacement Programme, four of
vehicles used by Clean Safe and Green for street cleansing and
grounds maintenance have reached the end of their useable life and
had to be written off.
 
Clean Safe and Green are responsible for providing street
cleansing and grounds maintenance services across Dacorum and
helping the Council discharge its duties under the Environmental
Protection Act 1990.
 
They are also
responsible for the maintenance and cleansing of high streets and
town centres, maintenance of parks and open spaces such as
Gadebridge Park, maintenance of
communal areas within housing stock, maintenance of the cemeteries
including burials, and under an agency agreement with Hertfordshire
County Council maintenance of highway verges.
 
The current lead time
for a new vehicle is presently 6-9 months from when an order is
placed. The Council has significant work to do to get to a position
where it is ready to place an order.
 
At present the hire
vehicles used by Clean Safe and Green (five in total) in lieu of
new/replacement vehicles are creating a budget pressure for Fleet
Services of circa £65,000 per annum.
 
The Council has been
able to agree a purchase price for the five vehicles currently on
hire from the hire company (Day’s Rental) as permanent
replacements for the vehicles that have reached the end of their
useable life and had to be written off. These four vehicles are
T641, T673, T688 and T657. The fifth vehicle is approved within the
Fleet Replacement Programme following a growth bid but was never
purchased and a hire vehicle has been used since
approved.
