Purpose

The Consortium of Councils (Welwyn Hatfield Borough Council, Broxbourne Borough Council, Hertsmere Borough Council, St Albans City & District Council, Stevenage Borough Council, Watford Borough Council, Three Rivers Borough Council, Hertfordshire County Council, Hertfordshire Fire & Rescue) and Dacorum Borough Council entered into a contract as a Consortium on the 1 April 2023 with East London Textiles Limited.

The contract was for an initial period of three years, which ends on the 31 March 2026. There was provision within the tendered contract for this to be extended by a period of two years.

The contract encompasses delivery of banks, maintenance, collection methods, frequencies and charges.

The current income on this contract is minimal and is based on the following:

• Each partner will agree their tonnage and lift report as detailed in the contract with the contractor. Once agreed each partner authority will invoice the contractor for the net payment for each month, i.e. total income minus total lift charges.

• In circumstances where there is a net payment each month the contractor’s tonnage and lift report once agreed will be followed by an invoice for the relevant amount.

Decision

To extend the Textile Consortium Contract of which Dacorum Borough Council is a Consortium Member with East London Textiles Limited for a period of 2 years (until 31 March 2028) in accordance with the contract awarded on the 1 April 2023.
