Purpose

Reason:

Under the Environmental Protection Act 1990, Dacorum Borough
Council has a statutory duty to ensure areas under our management
remain clean and litter free. Accordingly, as part of this duty, we
provide street litter bins within the public realm primarily in
town and neighbourhood centres but also in parks and open spaces
and some street locations.

Background:

The standard street litter bin used in Dacorum is 112ltr galvanised
steel eco-bin and provided by Wybone, although there are some
historic older variants across the Borough. Under the YPO
framework, these street litter bins can be purchased via a direct
award.

Within the Council Capital Programme, there is £85,000 ex VAT
allocated for the provision of street litter bins. It is proposed
that this funding is now used to purchase a further street litter
bins via the YPO Framework (Framework 1185 – Refuse and
Recycling Products | YPO Procurement).

The street litter bins being purchased are for use across the
borough for two purposes: (1) to replace street litter bins that
are damaged/beyond repair; and (2) to support the pilot for removal
of dog waste bins.

Decision

The purchase of street litter bins via the YPO
Framework (Framework 1185 – Refuse and Recycling Products |
YPO Procurement) up to a value of £70,833 ex VAT.

It should be noted that the Service have previously purchased
litter bins via a direct award from the YPO Framework 1185 to the
value of £70,955 ex VAT and therefore an Officer Decision
Record Sheet is now required to cover the additional
cost.

Alternative options considered

Option 1 - Do nothing
Option 2 - 2. Run a tender exercise for the purchase of street
bins

Option one was discounted as if we do not purchase street litter
bins and have ongoing programme we will fail to discharge our
duties under the Environmental Protection Act 1990
legislation.

Option two was discounted due the time involved and there being an
available and compliant framework agreement that street litter bins
can be purchased under.
