Dacorum Borough
Council has undertaken a compliant mini-competition under the
South East Consortium (SEC) Zero Carbon Consultancy Framework
(Lot 2) for the appointment of a specialist Retrofit
Consultancy to support delivery of the Warm Homes: Social
Housing Fund (WH:SHF) Wave 3 programme.

a PAS 2035:2023-compliant consultancy to provide retrofit
assessment, coordination, design, resident liaison, monitoring and
evaluation services across the Council’s housing stock, in
line with SHDF grant conditions and programme

on a 60% quality / 40% price basis in accordance with the
