Purpose

Decision: To approve the adoption of the HGC Stewardship and Placemaking Supplementary Planning Document (SPD).
Reason: Authority was delegated to the Strategic Director - Place and Communities to agree non-material changes to text, numbering and graphics and agree to adopt the SPD before the deadline of the 30 June, in consultation with the Portfolio Holder for Place.
Background:
On 9 June 2026, Cabinet approved the HGC Stewardship & Placemaking SPD, awarding delegated authority to the Strategic Director - Place and Communities to agree further non-material changes and to formally adopt the SPD, in consultation with the Portfolio Holder for Place. It should, however, be noted that the SPD is not fully operative until the Dacorum Borough Council Local Plan to 2041 has been adopted, given its supplementary nature.
Non-material changes have been made, and these have been shared with the Strategic Director - Place and Communities and the Portfolio Holder for Place. They relate to improving consistency, clarity, formatting and readability across this SPD and in some places related consistency with both SPDs (Framework and Transformation and this SPD), including correcting typographical, spelling and grammatical errors; updating graphics, diagrams, glossary definitions and Appendix 1; simplifying and reframing wording; ensuring appropriate use of terminology and abbreviations; and replacing placeholders, with the intended graphics and foreword.
The provisions of the SPD will be applicable in Dacorum Borough upon the adoption of statutory policies in the Dacorum Local Plan to 2041, in relation to the allocation and development of Hemel Garden Communities, including Policies HGC1, HGC2, HGC3, HGC4, HGC5, HC7 and associated site allocation policies.
