Decision
In November 2025, a Procurement Certificate of Authorisation was sought to make a direct award to B-A-R Electrical and Mechanical Services to undertake essential Health and Safety work to the electrical installation (Phase I works) at Water Gardens North car park to bring them to the required standard so an Electrical Installation Certificate (EIC) could be issued following an unsatisfactory Electrical Installation Condition Report (EICR). These works have now been completed and the certificate issued.
While a certificate has been issued, further works were identified during the Phase I works, that will build on the essential works already undertaken and ensure remaining recommendations are completed and the Council has a fully compliant car park with a clean EIC.
Phase II works include the replacement of all lower-level lighting and conduits. As well as supporting the use of the car park, the electrical circuits also support the Council’s CCTV operation in and around the car park. Without further work, these could fail and render the CCTV inoperable.
