Purpose

That Commercial Board support the recommendation to award a contract for three years with the option to extend for up to a further two years in one-year periods to Contractor A and progress to undertaking the financial assessment of the company.
This report seeks to support to award a new contract that will commence on 1 October 2026.

Decision

To award the contract for the supply, fitting and repair of tyres and associated services to Contractor A. The new contract is to run for three years with the option to extend for up to a further two years in one-year periods for a maximum value of £499,999

Alternative options considered

Option 1 - During the commissioning phase a lotting approach was considered but was deemed to be not appropriate for this tender, because the nature of the tyre service it requires a coordinated and efficient delivery model to ensure consistency of quality, reduce duplication, and provide value for money.
Option 2 - A single combined contract therefore enabled one contractor to deliver all elements of the service, improved responsiveness, and accountability for performance across the entire scope of the service.
Option 3 - to do nothing. This was not a feasible and realistic option due to the procurement rules. The current contract had already expired.
