Purpose

To approve the award of contracts at Coronation Fields using the ESPO framework 115-25 Outdoor Playground Equipment, Fitness & Sports Facilities and Equipment for Multi-Use Games Area (MUGA) and Cricket Nets (Lot 3.1) and Outdoor Gym (Lot 6)
Due to the value of the works, an Officer Decision is required in accordance with the Council constitution. This function is delegated to the Strategic Director Environment.
The MUGA, Cricket Nets and Outdoor Gym are a key component of the Coronation Fields masterplan and form part of phase one funded works. The current facilities onsite are outdated and not fit for purpose,
Community expectations are that new facilities will be delivered in 2026 and that these new facilities will be of an exceptional quality.
Following the soft market testing, officers recommended going to the market with a fixed cost for all items – this approach has produced better value for money in previous contracts, achieving better discounts on equipment prices.

Lot 3.1 for the MUGA and Cricket Nets is awarded to Bidder C
Lot 6 for the Outdoor Gym is awarded to Bidder A

Alternative options considered

As part of the commissioning process, the Council did consider carrying out a full open tender for all elements of the work but there are viable and compliant alternatives to these.
A full tender would have required significant officer resource and external resources such as a clerk of works, which was not budgeted for.
