Purpose

Pelham Court consists of a number of 1 and 2
bed flats that are easy to let and are a valuable asset to the
Council. They are situated close to two motorways, the town centre,
are 1.80 miles from Aspley Rail Station and 2.49 miles from Hemel
Hempstead Rail Station. They are also close to local schools and
local leisure facilities, all of which make Pelham Court a
desirable location to live.
Following an initial tender exercise for the procurement of a
contractor to carry out significant refurbishment works in June
2023, which consisted of external wall insulation, windows, doors,
and roof replacement, it was confirmed that the Council did not
have sufficient funding to undertake the works and it would not be
feasible to recharge leaseholders.
Subsequently, the Council re-tendered the opportunity to deal with
the urgent repairs on the building, which included undertaking
roofing works only due to an ongoing and worsening leak directly
linked to the poor condition of the existing roof.
The proposed works will generally involve:
•Renewal of main and lift motor room flat roofs including
de-watering, in conjunction with telecoms relocation works by
others.
•Renewal of roof edge protection.
•Renewal of parapet cappings.
•Temporary removal and reinstatement of existing lightning
protection system.
•Various provisional items included in the contract sum
analysis.
•General builders and making good work as a result of the
work.
Michael Dyson Associates Ltd (‘MDA’) were appointed by
Dacorum Borough Council (‘DBC’), to provide
pre-contract Employers Agent Services for RIBA stages 1 to 4.

Decision

Decision: The approval to award a contract to
CWG Group Ltd for the refurbishment works to 1-38 Pelham Court,
Hemel Hempstead for a 23 weeks period, commencing March 2024.

Alternative options considered

The Council has an active Disrepair claim from
one of the top floor tenants related to the leaking roof, and have
paid compensation to another top floor tenant. If this contract is
not awarded then there will be further delays in the work, meaning
there could be further Disrepair claims.
This will also cost the Council more money in the long-run, as the
roof is now beyond its economic life.
