Decision made and reasons: Decision: To
approve the award of a contract to MLCS3 to carry out Stock
Condition Surveys for the next 4 years.
 
The contract will be
awarded utilising the South East Consortium (SEC) Framework
Agreement for Consultancy – Stock Condition Surveys. Reason:
A forensic understanding of the condition of the housing stock
portfolio is imperative, driven by the completeness, accuracy and
integrity of the data held.
 
The Council are keen to reach 100% coverage of
stock condition data to inform our investment plans over the next
30 years. The Council awarded a contract to MLCS3 in 2021 to cover
2,000 properties, which covers 20% of the stock. We do however feel
this does not provide us with the accuracy required to support our
investment plans so we are proposing to appoint MLCS3 under a
direct award process to carry out 2,000 stock condition surveys per
annum to cover 100% of the stock over the next 4 years.
