Purpose

Under the original appointment for Calford
Seaden the fees were based on an estimated build contract value of
£5.2m. The agreed fee for this appointment is
£56,680.
Calford Seaden were originally appointed to the Marchmont Fields
project in February 2020 and for an estimated three year programme,
since then the scheme has been delayed due to the Moratorium that
was imposed by Dacorum Borough Council and also the late issuing of
the planning approval. This has caused the scheme programme to be
extended and is now expected not to be complete until
mid-2025.
We have now received the final tendered sum for the build contract
to deliver the project. This has seen a considerable increase in
value since the feasibility assessment was undertaken in 2020.
There has been considerable inflationary costs that have been
encountered within the sector and also significant cost increases
in labour, transportation and materials. This has resulted in the
build contract cost almost doubling in value since the feasibility
assessment was completed.
It is essential to keep continuity of service from the EA on this
project, there is significant historical knowledge held by this
consultant which will be lost if they are not maintained for the
remainder of the scheme.

Decision

The approval to increase the fee for Calford
Seaden LLP who are undertaking the EA service on the Marchmont
Fields project.
