Since 2011 the Council have been using the
services of Laser Energy Buying Group to purchase the
Council’s energy requirements.

Decision

To approve the award of contract from the
Laser Energy Buying Group framework agreement for the procurement
and supply of both Gas and Half Hourly (HH), Non Half Hourly (NHH),
Metered and Unmetered Electricity with Meter Operations and
Additional Services for the period October 2024 to September
2028.

Alternative options considered

A benchmarking exercise was undertaken to
demonstrate the delivered costs of both gas and electricity between
the Laser Energy and Crown Commercial Services (CCS) framework
agreements.
The process identified that Laser delivered gas approximately 22%
and electricity at 18% lower than the CCS framework and therefore
provided better value for money.
