Purpose

The Local Regeneration Funded project at St Peter’s Square in Ruthin involves making changes to the road layout. These changes are required to make the Square safer for pedestrians and to make the Square more suitable for holding events in the central area around the clock tower as this area is being expanded.

To facilitate these road changes it is necessary to amend parking restrictions in and around the Square and to make a section of Well Street and a section of Market Street subject to one-way traffic restrictions.

In accordance with the statutory process for making TROs, details of the proposed TROs were advertised by way of public notices in November 2025. Some objections were received to these proposals. Upon detailed consideration and consultation with both North Wales Police and the ward County Councillors, it was decided to overrule these objections so that the TROs can be made.

Decision

The overruling of objections to two proposed Traffic Regulation Orders (TROs) so that the two TROs can be made. The two TROs are (1) the Denbighshire County Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Consolidation) Order 2021 Variation No. Various Roads Ruthin Order 2026, and (2) Denbighshire County Council (Various Roads Ruthin) (ONE-WAY TRAFFIC) Order 2026.

Reasons for the decision

In response to the public notices the Council received 16 responses which contained 10 objections to one or both of the proposed TROs.  Of these, 3 individuals objected only to the parking restriction TRO, 4 individuals objected only to the one way restrictions TRO, and 3 individuals objected to both the parking restrictions and the one way restrictions. Adding these together means that there were 6 objections to the parking restriction TRO and 7 objections to the one way restrictions TRO.

In accordance with Denbighshire County Council’s Constitution, the overruling of objections to TROs must be made by Lead Member Delegated Decision, hence the reason for making this decision.

The two Traffic Regulation Orders cannot be made unless the objections are overruled by a Lead Member Delegated Decision.
