The Council established a Working Group to review the actions of the Council in the appeal relating to Gritstone Road and make recommendations for the approach adopted for future appeals.

To provide clarity, objectivity, and transparency the Working Group was chaired by an independent person, Kate Ollley.

Ask Kate to present the final report and its findings.

Invite Councillors to ask questions relating to the report

Vice Chair to keep a note of hands of Members asking questions.

Invite Kate to respond.

NOTE – Steve Capes and Paul Wilson will be present if any questions are asked that Kate may be unable to answer.

Ask a Councillor to move the recommendations in the report.

Ask for a Councillor to second the recommendations

Chair invites the proposer of the recommendations to speak– 7 minutes.

Chair asks the seconder if they wish to speak or reserve their right to speak later in the debate – 5 minutes.

Enter debate. Councillors only to speak once – 5 minutes.

Vice Chair to keep a note of hands of Members wishing to speak

The Council is asked to consider the findings and recommendations as set out in the independent review.

At conclusion of debate Chair to ask Members to vote.

The Chair declares results of the Vote.

Any amendments to be proposed and seconded. Amendments need to be in writing. Amendments need to be disposed one at a time. If an amendment wins, amendment replaces the substantive recommendation. Councillors only to speak once on amendment – 5 minutes.

If the amendment falls, then Chair to ask for vote on additional proposal unamended.

Repeat for any further amendments.

NB – Any additional proposals in writing and to be distributed around the Chamber.

Only one amendment to be discussed at one time.

NB – Recorded Vote can be requested. This needs a proposer and a seconder. Democratic Services Officer to read out Councillors names in alphabetical order and record vote.
