Councillor X to move recommendations in report.

Councillor X to second recommendations.

I understand that the PA intends to move an amendment to recommendation 3 so that the Derbyshire First Group has a seat on Local Plan Committee by reducing the size of Licensing and Appeals Committee to 14 Members and increasing the size of the Local Plan Committee to 11.

If this happens it would require an amendment to recommendation 4 by removing Councillor Gee from Licensing & Appeals Committee and adding him to Local Plan Committee and adding Councillor Edwards-Walker as his substitute.

Chair invites the proposer of the recommendations to speak– 7 minutes.

Chair asks the seconder if they wish to speak or reserve their right to speak later in the debate – 5 minutes.

Enter debate. Councillors only to speak once – 5 minutes.

At conclusion of debate Chair to ask Members to vote.

Any amendments to be proposed and seconded. Amendments need to be in writing. Amendments need to be disposed one at a time. If an amendment wins, amendment replaces the substantive recommendation. Councillors only to speak once on amendment – 5 minutes.

If the amendment falls, then Chair to ask for vote on additional proposal unamended.

Repeat for any further amendments.
