Decision

Invite Dave Cowley to introduce report.

Ask Dave Cowley to answer questions.

Vice Chair to keep a note of hands of Members asking questions.

Chair to ask for Proposer and Seconder

Councillor X to move recommendations in report.

Councillor X to second recommendations.

Chair invites the proposer of the recommendations to speak– 7 minutes.

Chair asks the seconder if they wish to speak or reserve their right to speak later in the debate – 5 minutes.

Enter debate. Councillors only to speak once – 5 minutes.

Vice Chair to keep a note of hands of Members wishing to speak to the proposal.

At conclusion of debate Chair to ask Members to vote.

Any amendments to be proposed and seconded. Amendments need to be in writing. Amendments need to be disposed one at a time. If an amendment wins, amendment replaces the substantive recommendation. Councillors only to speak once on amendment – 5 minutes.

If the amendment falls, then Chair to ask for vote on additional proposal unamended.

Repeat for any further amendments.

NB – Any additional proposals in writing and to be distributed around the Chamber.

-    Only one amendment to be discussed at one time.

NB – Recorded Vote can be requested. This needs a proposer and a seconder.

Democratic Services Officer to read out Councillors names in alphabetical order and record vote.
