DONCASTER HEALTH AND WELLBEING BOARD
1. Purpose 1.1 The purpose of the Board is to improve the health and wellbeing for the residents of the City of Doncaster and to reduce inequalities in health outcomes. The Health and Social Care Act 2012 assigns specific functions to the Health and Wellbeing Board including leading on the Joint Strategic Needs Assessment (JNSA) and the development of a Joint Health and Wellbeing Strategy (JHWS). The Health and Wellbeing Board will provide leadership and facilitate collaboration to improve health by addressing the wider determinants of health. The board is not a commissioning body and accountability for commissioning decisions will remain with the commissioners. 2. Aims 2.1 The primary aim of the Board is to be the system leader to promote integration and partnership working between organisations. to ensure local democratic accountability of health. 3 Role and Functions 3.1 In accordance with the requirements of the Health and Social Care Act 2012, the Doncaster Health and Wellbeing Board is a formally constituted Committee of the Council in accordance with the requirements of the Local Government Act 1972, as amended. However, the board will function as a partnership board to bring together the collective influence of partners to focus on the wider and social determinants of health at a population level. Health and Wellbeing Board Annual Report and workplan 3.2 Key Responsibilities • Provide strategic leadership to improve health and wellbeing and ensure that statutory duties are complied with. • To lead action in Doncaster to improve people’s lives and remain responsible for promoting greater integration and partnership between the NHS, public health, VCFS and local government. • To provide a mechanism to identify opportunities to influence the wider determinants of health in order to create the right conditions for long-lasting improvements to population health and wellbeing. • Promote integrated, partnership working including through joined up commissioning plans. • Work effectively with and through partnership bodies, with clear lines of accountability and communication, including the Local Safeguarding Boards; • Build effective relationships with supra-local structures e.g. NHS England, Integrated Care Partnership, South Yorkshire Combined Mayoral Authority, Office for Health Improvement and Disparities, UK Health Security Agency • Take a strategic approach and promote integration across health and adult social care, children’s services, including safeguarding and the wider determinants of health. • Focus on driving up whole system quality and ensure that opportunities for gains in both productivity and efficiency that are available across the local economy are maximised. • To advocate the needs of the local population as defined in the Health and Wellbeing Strategy in both regional and national decision-making. 3.3 Duties In discharging the role above, the specific duties of the Health and Wellbeing Board are as follows: • Assess the needs of the local population by undertaking the development and publication of a JSNA1 • To oversee the development, publication and implementation of a Joint Local Health and Wellbeing Strategy for Doncaster2 • Produce a Pharmaceutical Needs Assessment3 • To provide an opinion on whether the Council is discharging its duty to have regard to the JSNA, and the JLHWS, in the exercise of its functions4 • To review the extent to which NHS South Yorkshire ICB (the ICB) has contributed to the delivery of the JLHWS5 • To provide an opinion to the ICB on whether their draft five-year plan takes proper account of the JLHWS6 and, to provide an opinion to NHS England on whether the five-year plan published by the ICB takes proper account of the JLHWS7 • Be consulted by NHS South Yorkshire ICB on the production of their annual report. • To contribute to the NHS South Yorkshire Integrated Care Partnership’s Integrated Care Strategy, setting the direction for the Integrated Care Board. • To agree and monitor the delivery of the Better Care Fund and make recommendations on the financial strategy to deliver the Better Care Fund to the relevant statutory bodies. • To support joint commissioning and encourage integrated working and pooled budget arrangements8 in relation to the priorities outlined in the JLHWs. • To receive and approve any other plans or strategies that are required either as a matter of law or policy to be approved by the Board. • Ensure that the priorities of the JLHWS are addressed across all policy areas to ensure residents have the building blocks in place for good health and wellbeing. 4. Arrangements for the Conduct of Business 4.1 Conduct of Meetings Meetings are to be conducted in accordance with the Council’s Procedure Rules. 4.2 Chair of the Board The Chair of the Board will be appointed at the Council Annual General Meeting each year. 4.3 Quorum The quorum will be no less than four members of the Board. 4.4 Membership Doncaster’s Health and Wellbeing Board provides a forum for political, professional and community leaders in Doncaster to promote integration and partnership working to improve population health and wellbeing and reduce health inequalities in the city. The membership consists of a mixture of mandatory members, who are required under statute to be members of the Health and Wellbeing Board, and some additional members who have been invited to join the Board. The membership is as follows:

Each member can name 1 deputy, who should be well briefed on the Board’s purpose and activities. Citizens or other representatives from the wider health and wellbeing community in Doncaster may be invited to attend the Board to contribute to discussions. The Board may also co-opt members where it will be beneficial to ongoing conversations and related work. In addition, the Health and Wellbeing Board will be supported by City of Doncaster Council’s Public Health team and legal and democratic services team.
