Purpose

This report seeks authority to enter into a
contract with Admiral Scaffolding Ltd, who were originally
appointed by the previous developer of this project, before their
administration and termination of the Forward Funding Agreement
with LBE on the 20 February 2025, for the hire of the already
erected scaffolding that encapsulates both blocks A & B which
are twelve storeys in height, consisting of 125 partially built
apartments at the Former Southall Market Carpark.
 
The hire of the scaffolding will be for an
initial period of 12 months, with the potential to extend the hire
period by a further 6 months, to allow for investigation, repair,
and soft market testing, which was approved by Cabinet on 20
November 2024.

That, the Cabinet Member for
Good Growth and New Homes:
 
i.               
Agreed that Appendix 1 was not for publication on
the basis that it contained information relating to the financial
or business- affairs of any _ particular person (including the
authority holding that information) as set out in paragraph 3 of
Schedule 12A of the Local Government Act 1972 (as
amended).

 
ii.              
Agreed to award a 12-month contract to Admiral
Scaffolding Group Limited and to delegate authority to the
Strategic Director Economy & Sustainability to extend the
contract for a further 6 months.
 
iii.             
Agreed to initiate the preparation of a procurement
process for a principal contractor to complete the remaining works
at Southall Market Car Park, and it noted that a further report
would be presented to Cabinet by Decerr,ber 2025 seeking authority
to start the procurement.
