Purpose

This report seeks approval to procure a
contract for a community-based Oral Health Improvement Programme
for children aged 0–5 in the London Borough of Ealing. The
programme will deliver evidence-based interventions including
fluoride varnish application, supervised toothbrushing, oral health
education, and outreach in a variety of early years settings.

It is recommended that a contract is procured under the Health Care
Services (Provider Selection Regime) Regulations 2023 (PSR) using
the Most Suitable Provider process. This approach is recommended
due to the specialist nature of the service, limited market
capacity, and continuity of existing delivery. The total potential
contract value is £875,000 over five years (£175,000
per annum), funded via the Public Health Grant.
