The contracts, which commenced on 25th July 2019 for an initial
five-year term, included an option to extend for up to five
additional years. The original contract duration expired on the
25th July 2024 but both have been operating under an implied
contract using the original terms.
Benchmarking against a comparable London borough (Hackney) confirms
that enforcement levels and performance by the operators are
comparable and satisfactory.
The recommendation is to now formalise the five year extensions
from the 25th July 2024, for both contracts in accordance with the
extension clauses found in the agreements recognising the value and
stability these arrangements provide.
