Purpose

The report seeks authorisation for the London
Borough of Ealing to allocate a budget from several funding sources
to pay for the refurbishment of a new premises for Ealing’s
drug and alcohol treatment service, RISE.  This will be a new main treatment hub situated in
Southall.
 
The report is also seeking authorisation for
the Council to enter into a 10-year lease at 68 The Broadway,
Southall, UB1 and to grant delegated authority to the Strategic
Director of Adults and Public Health in consultation with the
Strategic Director of Resources to finalise these terms.
 
The report seeks authorisation to grant a
simultaneous sub-lease for the Southall site to Change Grow Live
(CGL), the lead provider of Ealing’s drug and alcohol
treatment service (RISE) and to delegate authority to the Strategic
Director of Adults and Public Health in consultation with the
Strategic Director of Resources to finalise the terms.
 
Finally, the report seeks authorisation to
agree to vary the contract with CGL to require the provider to
carry out works to the Southall property in line with the Care
Quality Commission guidelines for clinical drug and alcohol
treatment services.
