The Council recognises that there has been a
considerable shift in the private rented market in London with a
reducing supply available for Councils to acquire from. However,
the service provision of Capital Letters has not provided
sufficient supply for the Council to continue the current high
level of funding and the noted difficulty to recruit and maintain
staffing levels to enhance partnership working. Therefore, it was
agreed by the interim Executive Director of Housing and Environment
to end Ealing’s participation in the scheme in March 2023,
and this Officer Decision Report formalises the Council’s
departure from the scheme.
