To seek approval to extend the existing
contract with AECOM Ltd for the Northolt Gateway Site, for an
additional contract value of £16, 628 (excl VAT) and 6
months, in accordance with the option to extend included in the
original procurement and contract, bringing the total contract
value to £82,730 (excl VAT).

Northolt is a significant area of focus for economic, social and
environmental growth and enhancement, having been identified as a
Strategic Area for Regeneration under the Mayor of London’s
new London Plan.

In 2021, Ealing Council and Transport for London (TfL) secured
£340,000 OPE grant funding to develop a feasibility study to
reimagine an underutilised site in Northolt Neighbourhood centre
with new town centre uses, local employment opportunities,
affordable housing and public realm improvements.

The Officers Decision to invite tenders was made on 16th May 2022
by the Assistant Director of Economic Growth. The Officers Decision
to appoint AECOM Ltd, following a competitive procurement via the
Crown Commercial Services Framework, was made on 11th July 2022 by
the Assistant Director of Economic Growth.

The original procurement and contract included an extension option
of up to £40,000 (excl VAT) and 6-months for additional
deliverables related to this commission. The following have been
identified:

-Additional Car Parking Survey to understand travel behaviour and
demand.
-Additional Topographical Survey of extended site area, reflecting
initial planning feedback.
-Additional Tree Survey of extended site area, reflecting initial
planning feedback.
-Biodiversity Net Gain Assessment for full site area to ensure
measures for increased biodiversity are incorporated into early
proposals.
