Purpose

In
West Ealing Limited (Company No 09002777) (Known as 'In West Ealing
BID') notified the Council, in accordance with Business Improvement
District (‘BID’) Regulations, of their intention to
hold a renewal ballot with their membership in November 2023 and
vote on their proposal for a new 5-year term.

This report provides information on the role the Council will play
in supporting the renewal ballot process and its outcome, seeks
approval for the ballot process and delegates authority to the
Director of Growth.

This item was urgent and exempt
from call-in, pursuant to Rule 16 of the Scrutiny Procedure Rules.
The reason for urgency is that the In West Ealing BID’s
current 5-year term will end on 31st March 2024. If the renewal
ballot had not taken place in November 2023, the BID would cease
operation and services delivered to support businesses in West
Ealing would discontinue. In order for
the ballot to happen in November, formal notification letters
needed to be dispatched within the next couple of weeks. That
timeline precluded waiting for the outcome of any potential
call-in.
The chair of Overview and
Scrutiny Committee and the Leader of the Opposition had both agreed
to the use of this urgency procedure and the decision would be
reported to the full council meeting on 19 September
2023.
