Purpose

This report seeks approval to procure a contract appointing a technical delivery partner to support the delivery of energy upgrades across a number of council-owned and school properties, partially funded through the Public Sector Decarbonisation Scheme (PSDS).

The initial phase of the programme will focus on Perceval House, including the installation of low-carbon heating and ventilation systems, alongside solar photovoltaic (PV) systems. Subsequent phases are proposed to deliver similar upgrades across additional corporate and school assets. The requirement for these additional phases have been carefully assessed and considered necessary to maximise overall value for money and programme efficiency.

It is proposed that a procurement is carried out under the RE:FIT 5- National Carbon and Energy Performance Contracting Framework Agreement to appoint a delivery partner for the completion of these works.
