Purpose

This report seeks Cabinet Member approval to undertake public consultation on a revised Housing Allocations Policy for the borough, responding to sustained pressure where demand continues to exceed supply and ensuring alignment with statutory requirements, including the Housing Act 1996 and Homelessness Reduction Act 2017, alongside local need and operational priorities.  

The revised Policy will introduce a more strategic approach to lettings, including a Local Lettings Plan framework, stronger eligibility criteria, clearer prioritisation, increased use of direct offers, enhanced governance, and strengthened partnership working through targeted allocation quotas for Adult and Children’s Services in line with Care Act 2014 and Children Act duties. 

These changes aim to ensure fair and transparent allocations focused on those in greatest need, make best use of limited housing stock, improve access to settled homes, and reduce reliance on Temporary Accommodation, supporting the council’s wider housing priorities.
