Purpose

This report seeks authority to continue Ealing council’s participation in the London Sexual Health Programme (LSHP), London-wide commissioning collaborative and current contract extension between the lead authority, the Corporation of City of London and Preventx Limited for the continued provision of the London Sexual Health e-service (SHL.UK) for a period of up to 2 years.

Individual Cabinet Member Decision approval was received on 20 November 2024 for the council to (1) enter into the London-wide procurement, (2) continue participation in the London Sexual Health Programme (LSHP), (3) delegate authority to the Strategic Director for Adults and Public Heath to grant new contract extensions of up to 4 years, and (4) for the Director of Public Health to enter into the Inter Authority Agreement (IAA) and other necessary legal agreements, following successful procurement. The procurement has made good progress, but it has not concluded within the contract award timescales.

The current contract for the London Sexual Health e-Service between the Corporation of the City of London as lead authority and Preventx Limited will be extended for up to 2 years, from 15 August 2026. This will enable the City of London as delegated lead authority, to conclude a robust procurement process, whilst enabling uninterrupted service access for London Borough of Ealing residents.
