About
The Local Joint Panel is a consultative body where the council (as employer) and trade union representatives (officers) negotiate and discuss matters of mutual concern. It aims to maintain efficient services and resolve differences through consensus, but it cannot make decisions on individual disciplinary, promotion, efficiency, or employment conditions.
The panel makes recommendations to the council's Human Resources Committee or other relevant committees regarding terms and conditions of service, and the education and training of officers. It also considers health and safety matters and can represent non-trade union members if requested. Recommendations require majority approval from both sides, and unresolved disputes are referred to the Executive.
