Purpose

To facilitate the sale of 90 White Post Field
by Millstream, we propose removing the charge on the property. This
will enable the outstanding liability to the Council to be settled
in full.

Decision

As the Director for Finance, Risk and
Performance (Section 151 Officer), and under the authority
delegated to me within Section 10.6.13 (a) to (e) of the Council's
Constitution — which includes powers to seek recovery of
amounts owed, exercise discretion in recovery, alter or waive
repayment periods, approve exemptions, agree refunds, reduce or
remit payments, and waive fines — I have authorised the
removal of the charge on the property. This decision enables
Millstream to proceed with implementing the Council’s
resolution of 26 February 2025 to dispose of the properties held
within the company.

Alternative options considered

Option 1 - By not removing, we would be unable
to dispose of the property.
