Purpose

A Nominations Agreement for 15 affordable
units at Lime Kiln, Northgate End, Limekiln Lane, Bishop’s
Stortford (3/18/0432/FUL), has been devised between East Herts
Council’s Housing Service, taking into account the views of
Legal Services, and the relevant registered provider, Hightown
Housing Association Limited.

The Nominations Agreement gives the council the right to nominate
to 100% of first lets and 75% of subsequent lets of the social rent
flats at Lime Kiln, numbered 1 to 15, although the fact that
Hightown Housing Association chooses to let its relets through the
council’s choice-based letting scheme, in all likelihood the
council will have access to the vast majority, if not all,
subsequent lettings. The document needs to be executed to come into
effect.

Decision

That the Director for Place approves the
execution of the Nominations Agreement with Hightown Housing
Association for 15 affordable units (flats 1 – 15) at Lime
Kiln, Northgate End, Limekiln Lane, Bishops Stortford (planning ref
no: 3/18/0432/FUL).

Alternative options considered

Option 1 - To not agree the Nominations
Agreement. NOT RECOMMENDED as this would be detrimental to the
council’s rights, wishes and ability to nominate to the
affordable housing secured at the scheme.
Option 2 - Agree the Nominations Agreement. RECOMMENDED so as to
give the council access to first and subsequent lets.
