Purpose

Furneux Pelham Parish Council has been unable to meet by the date of the Council Tax setrting meeting bny East Hertfordshire District Council. After discussions with the Chairman of the Parish Council the Head of Strategic Finance and Property, as section 151 officer, has been requested to anticipate the precept of the Parish Council in accordance with Authorities (Anticipation of Precepts) Regulations 1992 (as amended) which limits the amount to be anticipated at the highest of the last 3 years' precepts or zero.

Decision

The Head of Strategic Finance and Property, acting under powers conferred by The Local Government Finance Act 1992 (as amended) and The Billing Authorities (Anticipation of Precepts) Regulations 1992 (as amended) and under delegated authority under Paragraph 10.13.9 of Part 10 of the Council’s Constitution, has decided to anticipate a precept of £5,000.00 from Furneux Pelham Parish Council.

Alternative options considered

Option 1 - NOT RECOMMENDED - do not anticipate the precept leaving the parish council with no funding to carry out its functions and potentially leave it insolvent.
