Decision

EMCCA Board:

A)     Noted the opportunity to support the Tour de France Femmes Grand Départ 2027 through Derbyshire, and the associated strategic, economic and reputational benefits.

B)     Agreed in principle to support the arrangements necessary to secure and deliver the event, subject to completion of the required governance, financial and assurance arrangements.

C)    Approved progression of the project within a total cost envelope of £2.4 million, subject to completion of the Full Business Case, detailed cost profiling, and confirmation of partner contributions. Any expenditure incurred in 2026/27 will be met from approved budgets and/or earmarked reserves under existing delegated authority arrangements, with any funding requirements beyond 2026/27 to be considered through the Authority's future budget-setting process.

D)    Delegated authority to the Chief Executive, in consultation with the Mayor, Executive Director of Resources and Director of Legal, Governance and Compliance and Monitoring Officer, to finalise, approve and enter into the agreements necessary to support the delivery of the event, within approved budgets/reserves and governance requirements.

E)     Noted that Derbyshire County Council, is the host authority for the Derbyshire elements of the event and will lead the necessary local operational and statutory arrangements.
