Decision

EMCCA Board:

A)     Noted the successful implementation of Phases 1 and 2 of the Brownfield Housing Fund including approvals, contracting, forecast outputs and the operational lessons learnt from delivery.

B)     Noted the confirmation of a further £57.2m for Phase 3, including the requirement to contract circa £27.5m by March 2027, and supported continued officer engagement to identify and progress eligible schemes to due diligence.

C)    Delegated authority to the Executive Director for Place to enter eligible schemes onto the pipeline and progress all technical work necessary to prepare schemes for final approval in accordance with the report.

D)    Delegated authority to the Chief Executive, in consultation with the Section 73 Officer, to approve Brownfield Housing Business Cases and enter into funding agreements of up to £3M and to approve minor amendments to previously approved schemes.

E)     Delegated authority to the Mayor, in consultation with the four Constituent Council Leaders, for any approvals to Business Case submissions and funding agreements for any allocated Brownfield Housing Funds exceeding £3M.
