Decision

EMCCA Board:

A)     Approved the Revised Revenue Budget 2026/27 as set out in Section 3.1 and 3.2, and noted the changes in expenditure and funding allocations since the original budget was approved in January 2026.

B)     Noted the proposed budget monitoring timetable and the timetable for setting the 2027/28 Revenue and Capital Budgets and Medium-Term Financial Plan (MTFP) (Section 3.3).

C)    Noted the in-year budget pressures for 2026/27 and approved the funding approach set out against each identified pressure (Section 3.4).

D)    Approved the total Public Transport Contribution (‘Transport Levy’) of £53.0m for 2026/27 and the share for each Constituent Council (Section 3.7).

E)     Approved the Revised Capital Programme (Section 4) including the revised profile of planned capital expenditure and investment for the financial year 2026/27.

F)     Noted the Reserves position for 2026/27 and the potential future calls on reserves arising from the Tour de France Femmes Grand Départ 2027 and the Public Safety Transition Programme and approved the funding approach set out against each potential call (Section 5).
