Purpose

Delegation to the Director of Communities,
Economy and Transport was made at the Cabinet meeting of 22 April
2025 to award the construction contract for the Exceat bridge
replacement scheme.

The appointment of a contractor for the construction stage of the
Exceat bridge replacement scheme is required to build the new
bridge.

Following the procurement process under the Hampshire Gen5
framework, which invited six suppliers to submit bids for the
construction of the new bridge, the Exceat Bridge Replacement
Project Team and Board have reviewed the bid evaluations and have
provided a recommendation to the Director of Communities, Economy,
and Transport to make the final contract award decision.

Decision

The Director of Communities, Economy, and
Transport has agreed Jackson Civil Engineering Group Limited be
awarded the construction contract to build the new bridge at
Exceat.

Alternative options considered

The Director took the decision based on a
procurement report which detailed the review of the tender
submissions and recommended that the contract be awarded to the
bidder who achieved the highest overall score, attaining both the
highest quality score and the lowest price score.
